Two convention-sized hotels built during the boom years in the Chicago suburbs have become monuments to municipal hubris. If the lodging market doesn't turn around soon, they could become a burden on taxpayers. In 2005, village officials in both Schaumburg and Wheeling were boasting of their investments in hotels. Schaumburg itself is the owner of the Marriott Renaissance at the village's convention center, Interstate 90 and Meacham Road. Wheeling provided a $23 million subsidy for the new Westin North Shore, 601 N. Milwaukee. The hotel's developer said the subsidy was "totally, completely, unequivocally essential" to the project. That developer since has ceded control to a New York-based investment firm. Lenders have filed a foreclosure suit against that firm, Marathon Asset Management LLC, saying it is in default on an $86 million loan. Because of the recession's effect on hotel occupancies, the hotel might be worth only half of that amount. Wheeling, meanwhile, could have to pay the difference if the 411-room Westin cannot generate the tax revenue pledged as bond payments. This year's budget for the Schaumburg hotel estimated its financial loss at $5.7 million in 2009, $4.6 million this year and said the village's cash reserve for the hotel will dwindle to about $4.4 million by year-end. Its projected revenue this year is about 40 percent less than what was assumed in a 2004 financial plan used to sell the investment to the Village Board. Schaumburg Finance Director Douglas Ellsworth said the reserves can cover operations into 2011. "If things don't pick up, the village will have to have some discussions about the [Marriott] Renaissance," he said. BARGAIN HUNTING:Retailers are poking their heads out of the rubble and signing leases for large spaces in the Chicago area, reports CB Richard Ellis Group Inc. The brokerage firm said steep declines in rent are driving the deals. In its survey of the Chicago market, CB said the average rate for so-called anchor leases, spaces more than 20,000 square feet, are 30 percent to 70 percent below the prior tenant's rent. Joe Parrott, senior vice president at CB, said completed anchor leases are averaging $6.52 per square foot marketwide and $5.67 per square foot in the suburbs. The report said that 85 percent of the available anchor spaces have been on the market more than a year. It noted, for example, that 28 of the 36 locations of the old Circuit City are still for lease. But CB said several retailers are new to Chicago and in expansion mode. The firm listed Savers, Gordmans, Ross Dress for Less, SuitHouse, Forman Mills, Garden Ridge, FAMSA, Shoppers World and Wonder! LAKE MEADOWS REVISITED: It will be years before anything happens with the property, but the Lake Meadows complex on the South Side got a green light for a redesign last week from the Chicago Plan Commission. Lake Meadows, 93 acres from 31st to 35th streets and covering most of what's east of King Drive, exemplifies 1960s thinking with its "towers in a park" approach to urban design that detaches it from its surroundings. The new idea is to re-create the city's street grid and build a community bound together by a variety of housing styles, retail nodes and a 7-acre park. It calls for a maximum 7,845 residential units, 2,000 hotel rooms and 1.2 million square feet of retail space. The stretch along King Drive is envisioned as low-rise housing that would try to recapture the street's past elegance. The tallest buildings, some of which could be around 60 stories, would be on the eastern end. Draper and Kramer Inc., head of an investment partnership that controls the property, said the tall buildings are expected in the final phase of the project, which will take decades and go through many amendments before its completion. The new construction ultimately would replace the more than 1,800 apartments on the site's nine aging high-rises. Draper has said buildings will be demolished only as new housing is ready and that current renters will have priority for renting or buying new units. TARGET TIME:While the Wal-Mart tug of war continues in Chicago, discounter Target continues to slice up the city market. Ald. Robert Fioretti (2nd) will hold a "town hall" meeting Thursday at which the proposed Target at 1137 W. Jackson will be on the agenda. The meeting starts at 6:30 p.m. at the Merit School of Music, 38 S. Peoria. DOING THE DEALS: The Lake County Forest Preserve District spent $4.1 million to buy an office building. And before you say that doesn't make sense, be advised that the 93,000-square-foot building southeast of Winchester and Technology Way in Libertyville will consolidate the district's scattered offices.
